Opposition leader John Pesutto says new information was provided to party leadership from Moira Deeming at 6.30am this morning that changed things. “Whilst it took a few days Moira actually, provided the condemnation, I've been seeking all along”. “The conduct I wanted condemned has been condemned,” Pesutto says. He says this included condemnation by Deeming of “bigotry against LGBTI community”.

Premier Daniel Andrews is giving his first State of the State address since 2019. He says the biggest drivers of growth over the next 10 years will be states and territories: "The problem at the moment is that there is no national reform agenda coming out of the national govt." "It's disappointing but you cannot have a debate and a discussion about the future without acknowledging that point," Andrews says.

Premier Daniel Andrews says returned travellers at the Holiday Inn at Flinders Lane have chosen to wear garbage bags over their heads when being transferred to the Pullman Hotel to protect their privacy. “They’ve made that decision not us. And they're entitled to,” he says. The head of COVID-19 Quarantine Victoria Emma Cassar also spoke on this: "We have really nervous residents who don't want their privacy displayed on the news. Victoria's one locally acquired COVID-19 case today is the mother of a three-year-old child who tested positive to the virus on Sunday. Both cases linked to the family function at Coburg on February 6. Premier Daniel Andrews says the woman is asymptomatic, was swabbed four times over February 13 and 14 and returned both negative and weak positive results.
