In 1996, when head of the 'Arab-Israel' desk in the Foreign Office, I wrote a speech for then Foreign Secretary Malcolm Rifkind, a Tory. It stated that the UK's position on Palestine was premised on international law, in particular UN resolutions 242 and 338 (cont).
(cont.) which call for an end to the occupation of the Palestinian territories, by which we meant the West Bank (all of it, not pockets), Gaza and E Jerusalem.

Set up a multinational UK/US/allies unit to pursue Kremlin-connected money and freeze it worldwide. This is hard diplomatic graft but necessary in the absence of comprehensive UN sanctions. We will need to persuade countries one by one.
