The takeover power can be used proactively.
The State Election Board calls a hearing, where they are accuser, judge, and jury - with no appeal and the target county forbidden to pay attorney fees to defend its election board.
1/4 The partisan SEB suspends the locally appointed election board, and annoints an Election Czar with power to hire and fire staff; decide early voting sites and hours; deploy more or less equipment to polling places.
Which affects lines, and voters.

Thanks to State Rep @matthew_gambill for his concise explanation of why using the ballot marking devices instead of a pen costs counties more.
Having the local option to use #handmarkedpaperballots is fiscally responsible
Under law, counties are required to set up one voting station for every 250 registered voters AND have Emergency Paper Ballots ready for 10% of their voters.
Why not give a local option to allow counties to put pens in those stations instead of tablets and printers.

Here's what election security expert @kskoglund told the Court about the report issued by Pro V&V.
1) The changes are potentially high impact
2) They did not review how the changes impact the operating system
3) They took Dominion's word for the root cause of the error High impact changes:
the Letter Report describes two sets of changes to the source code itself in a total of five files.
Variable and function definitions in the source code are changed.

Breaking news: Georgia halts Logic&Acccuracy testing for Nov elections; serious database flaw found.
@CoalitionGoodGv filed this tonight:
…altionforgoodgovernance.sharefile.com/share/view/s34… With in-person voting only 11 business days away, county election officials will be hard-pressed to prepare the new system on time. With electronic voting systems, each piece must be tested prior to use. The new GA system has 80K devices to test.

Closing arguments are over, and now we await the court’s decision.
@HarriHursti explained how poor quality scans and arbitrary thresholds combine to leave votes uncounted.
I shared my experience on the Vote Review Panel, helping overcome the limits of technology. People are asking whether it’s safe to use a mail ballot, given the scan problems.
Absolutely yes, and here’s why:
Your hand marked paper ballot is your vote. It can be audited, and counted by hand. You don’t need to verify a ballot you marked yourself. Your vote will count.

Hot off the press: latest filing from @CoalitionGoodGv
complaint alleges that use of @dominionvoting BMD system violates the fundamental right to vote and guarantee of equal protection.
…altionforgoodgovernance.sharefile.com/d-s5b1ba695c53… The request: #HandMarkedPaperBallots , lower scanner thresholds to count every vote, and require meaningful audits. Its critical that GA run a defensible, evidence-based election this November. The mountain of evidence we've filed is compelling.

Kudos to the State Election Board, chaired by @GaSecofState , for backing down on their defense of bad scanning software settings used to count mail absentee ballots.
A proposed rule means MORE votes will automatically count, and fewer valid votes will deemed unvoted in Nov Original settings meant 3-5% of all ballots required manual review - which delayed final tabulation nearly 2 weeks in large counties. It also left some voted uncounted.

And so it begins.
Athens-Clarke County vs State Election Board
Bryan Sells addresses the SEB - updates that some polling places can fit the # of voting stations required, some do not.
Offers an alternate - put more stations per voter in some precincts than others. Ryan Germany represents the SEB, begins by quoting the law requiring uniform voting system.
Says @dominionvoting system is being used in 158 counties.
Guess what - ACC is using the uniform system, following the Cobb pilot protocol, and the SEB's own emergency ballot procedure.

Live from the GA State Election Board meeting. Public comments begin with Judy Pressley, who is visually impaired, criticizing how the accessibility features are set up - she says instructions reference colors - which are meaningless for her. If GA is forcing all voters to use ballot marking devices, based on equal access, yet the accessibility accomodations are sub-standard - what is the point?
Next speaker says his iPad app cannot read the 8pt type on the ballot, so he cannot verify his ballot.

Happening now - Georgia State Election Board. Public comments - more than 25 signed up - will all be allowed to speak? @HillaryHolley4 led off, sharing concerns about the lack of readiness. @ACLUofGA asked that handmarked paper ballots be available in all precincts
