"[M]arket power may enable violations of consumer protection laws, and exacerbate the effects of those violations." An example of *enabling* would be useful as I'm having a hard time coming up with one. Certainly market power could amplify a violation.
ftc.gov/reports/look-w… ...and they do provide a fairly standard example of how CP violations may enable enable (or be) anticompetitive. "Companies may gain market share through deceptive reassurances on privacy."

ftc.gov/system/files/d… The ISP report executive summary makes just two points:
1. ISPs are positioned to collect lots of data.
2. ISPs are "vertically-integrated platforms" where "rapid consolidation" has enabled this collection perhaps in opposition to consumer welfare. I wonder where they are going with this?
