In other news, currency redesign matter on the Supreme Court is now concluded. The Supreme Court gave judgment on all points in favour of the States. A number of big points were settled by the SCN. First, @cenbank has no power to introduce new Naira notes without the directive of 2/ the President and this makes the Bank an agent of a disclosed principal. This the suit by the States was properly brought and can be effectively determined without joining the CBN. The preliminary objections were roundly dismissed. Second, holding forth on the issues in

@JibrinIbrahim17 Not only Council of State but also the National Economic Council, the National Planning Commission and the President's own Policy Advisory Council and economic advisory teams (are these last two bodies still active?). As usual, The Presidency did things backwards. @JibrinIbrahim17 2/ @cenbank's statutory regulatory mandate and independence are beyond challenge but the plain truth is that if this was truly about currency management there should have been consideration of socio-economic impact and widespread consultation about need, timing and the logistics

@elrufai has consistently made this case about @nnpclimited since the BPE days, 20+ years ago. Proposed again in 2015 as this Administration took office. Promptly shot down. The pointless cosmetic change from statutory corp to CAC-registered company is plain to see. 2/ NNPC, is only a tiny tip of a humongous national failure. Once upon a time Nigeria’s statutory corporations created by law - including Nigeria Airways, Nigeria National Shipping Lines, Nigeria Railway Corporation, Nigeria Ports Authority, National Electric Power Authority,

2 weeks ago, members of the National Union of Electricity Employees (NUEE), on the orders of their General Secretary, Joe Ajaero, disabled the national grid managed by @TCN_NIGERIA, and plunged the country into darkness. Their reasons, to say the least, were/still are untenable. 2/ 24 hours later, after conciliatory meetings with Ministers, the grid started being restored but not before Ajaero gave a 2-week deadline for his demands to be met. That deadline expires today, I believe. This action by a trade union affiliated to the Nigerian Labour Congress

This is relevant not just to the USA but even more to Nigeria. It brings up the knottiest question of regulatory jurisprudence: “qui custodiet ipsos custodes?” Who will guard the guards? There’s a reason why the Attorney-General/Minister of Justice is the nytimes.com/2022/08/30/opi… 2/ only appointee to the Council of Ministers mentioned by title in the 1999 Constitution. It speaks directly to the imperative of the rule law and its twin symbiotic relationship with constitutional democracy and the AG’s overriding constitutional duty to ensure that ALL

This NUEE strike is 100% politics. It's all about one narcissistic megalomaniac seeking to make political capital and feed off the perceived unpopularity of the FG. I'm no trumpeter of this Government but there is 100% no justification for the strike. 2/ Unfortunately, successive governments after OBJ have proved susceptible to NUEE blackmail. Already, I've seen a report that the Ministry of Labour is calling for an emergency meeting. To discuss what? We've seen the reasons in Joe Ajaero's letter and nothing there justifies

Finally, I've been able to get hold of a clean copy of the Electricity Bill passed by @NGRSenate. Reading the first sections, it seems to be a huge improvement on the previous version...simply because it explicitly recognises the reality of State electricity markets. 2/ Clearly, the 1st March constitutional amendment that removed the constraints on State markets forced a major redraft of this Bill. The devil will be in the detail and we must see how the transition to State electricity markets is provided for, if at all.

Let’s not mince words about what happened at the Supreme Court of Nigeria (SCN) yesterday. 14 of 15 Justices of the Court (JSCs) deposed the 15th, their leader, the Chief Justice of Nigeria (CJN). This is unprecedented and revolutionary. I would not be surprised if it turns out 2/ that they threatened mass resignation unless the CJN quit. If so, would have been one crisis too many for the FGN, especially after the removal of former Chief Justice Walter Onnoghen for demonstrably far less (never proven) egregious cause than the 14 Justices themselves

Just seen that lowest generation recorded on the grid on 8th April was 10MW. Meaning the grid collapsed again. A total grid collapse is the power systems management equivalent of a heart attack. We have them regularly each year and it has been a fact of life for the operators 2/ at the National Control Centre for decades. How can a country awash in every kind of electricity generation source; that has produced a boatload of engineers and managers in all the electricity sub-disciplines experience a single blackout, speak less of a multiple so often?

Yes. A straightforward calculation whose implications, if true, are monstrous. Grid power = 4GW or 4m kW (1000kw = 1MW and 1,000MW = 1GW) capacity/day average or 96m kWh/day of energy. Energy (what we actually consume is capacity x time measured in kilowatt-hours, kWh). Thus 4mkw 2/ x 24 hours = 96m kWh. Now, how much gen set capacity do we have in 🇳🇬? 2014 Lagos Electricity Board (LSEB) study says Lagos aggregates about 15GW genset capacity. Assume Lagos constitutes about 50% national demand takes us to national 30G alternative power capacity (solar PV,

This is a hugely misinformed statement that can also be called a lie. The NUEE (workers union) led by Joe Ajaero insisted on being paid off in full before the handover to new owners on 1st Nov 2013 after first ensuring that their emoluments were upgraded. Essentially, they 2/ blackmailed the GEJ Administration which gave in to threats of nationwide sabotage by the NUEE if their demands were not met. Result: almost 100% of the approx $4bn electricity privatisation proceeds were paid to the 47,000 staff of the electricity companies…who were then

I attempted @DrJoeAbah's recent 5 questions around “systems collapse” in his #NaijaKnowledgeX conversations. When I was done, I had a 3,000-word paper. Too long. It’s now down to 2,200 and if you find it boring, make you no vex. Just blame Dr. Abah. Here goes. 2/ Questions: 1. Explain "system collapse". 2. Is the system about to die? 3. What causes the collapse? 4. Who is responsible? 5. How can it be avoided? @hdagyeng has very succinctly answered 1 and 3. I'll add a little and then try to answer Qs 2, 4 and 5. #NaijaKnowledgeX

Friend of mine just telling me that Femi Falana poked fun at the FGN by asking why the FG could not build refineries if Dangote could. I guess many of us will laugh at the yabis and walk away; but how many will see the much more important point that Falana unwittingly makes; 2/ which is simply that in this 2021 no government in Nigeria needs to enter the business of financing, building, owning or operating any kind of refinery. Indeed, probably any kind of business. Dangote Industries entered a whole new line of business and in 5 years has put
