Primarily: Citizens in Puerto Rico, Virgin Islands, etc can't vote in elections bc of rulings in the 1800s, which decided these places were inhabited by "alien races" who "might not understand Anglo-Saxon laws"

thenationalnews.com/world/the-amer… They are STILL barred from voting because of a blurb in the Constitution which reads: "Each *State* shall appoint.. a Number of Electors.."

It's literally that one word "State" which means they can't vote.
