Somalis like to lie to each other and to the world. Not only are the regular SNA forces clan militias, clans own the weapons. The technicals cannot be redeployed to other units, nor can the foot soldiers. Lost equipment= replacement.
Only professional units: Special ops force.
Farmaajo realised he didn't have a professional military very fast and set about trying to professionalise the force. It was portrayed as "tribalism" because he tried to do some reforms. He removed ghost soldiers from the roster. Invested more on special ops forces.
