Then, Chen's national Ethnic Affairs Commission overseeing China's ethnic issues, will be passed on to Pan Yue, the UFW deputy head and director of the Overseas Chinese Affairs Office of the State Council.

A Thread on my guess on the naming of Chinese carriers. Yes, they are named by major province but I suspect it is also linked to major pass sea battles in China's one hundred years of humiliation.
Liaoning carrier might be named to remember the humiliating lost of the Chinese navy to the Japanese in 1894, in which the Chinese navy was almost wiped out in Lushun (旅顺), now known as Dalian, after a series of battles in yellow sea.
