ISWAP's strategy risks convincing locals that #BokoHaram is better in leadership, justice & compassion than politicians.

With this, ISWAP is winning the heart and minds of people. It is the way Taliban sustained popular support for decades in parts of Afghanistan.
Governments must do more not only in the hard approach to but also in addressing root causes and providing basic services.
