@GovAndyBeshear has taken the germ podium, complete with his face diaper which he is now removing and placing on the germ podium..

@GovAndyBeshear begins with a look back on July. Says it was the toughest month and last week was the toughest week. Says it will have ramifications. Says it will likely me a month with a lot of deaths. Says we should be concerned.

@GovAndyBeshear didn’t take long to bring up Florida, Texas, and Arizona. Says he doesn’t want that to be us.

Says again #maskup has worked.

@GovAndyBeshear brings up a graph to show the narrative she wants. Graph shows and increase in cases but argues the leveling out was because of masks.

Stack reminds us of what they’ve had to impose restrictions on us because we were having too much freedom by having bars and restaurants.

Stack says if we listen they may give our activities back to us

@StevenStackMD I’m driving home the narrative that we shouldn’t put kids in school, brings up story in Georgia where cases were spread at a camp. Says they didn’t make campers where face masks.

@GovAndyBeshear is back to the podium. Laid his mask back down on podium stack just spit on for 7 minutes.

Beshear outlines testing options. Beshear says the Covid-19 website through the KY dept for public health is the go to website to find testing locations.

Beshear says if you haven’t gotten tested in a couple weeks, please go get tested.

This is the first week where Kroger drive through testing isn’t available.

Partnership with UofL for community testing. Downtown, south Louisville and Bullitt county. Call 502-588-0414 to schedule. Number active starting tomorrow.

Kroger will continue doing testing at the little clinics.

@LtGovColeman has now laid her mask on the germ podium.

Curious if @LtGovColeman will take questions. She’s never been asked about the firing of @MuncieMcNamara or the unemployment debacle occurring on her watch.

@LtGovColeman outlines increased flexibility. Unlimited NTI days which means teachers are more likely to be able to get paid while working from home. Also removes “average daily attendance” req, which means schools get tax dollars even if not providing full svcs to students.

Says all of this is possible because of @GovAndyBeshear’s executive orders. @GovAndyBeshear says this is all under the authority of KRS 39A. Says ruling against orders would take all this away.

@GovAndyBeshear pressures Supreme Court of KY again by saying if struck down teachers and schools be put in danger and hurt.

Executive secretary of Cabinet Sec Michael Brown to provide an update on investigation into death of David McAtee. He becomes fourth person to lay mask on germ podium.

McAtee was killed by National Guard after @GovAndyBeshear sent them into a sensitive situation ripe for tragedy

Brown pronounces carbines wrong

Brown says McAtee has a handgun and had gunpowder residue on hands. Says KSP investigation is done and file will remain open for Jefferson Co. Commonwealth attorney.

Federal investigation will continue.

@TomL_Ky_Today of @KyTodayEditor asks of positive anti-body testing are in the grand total.

Poor response. @GovAndyBeshear and @StevenStackMD don’t want to just say yes. Stack didn’t even walk up to answer. Says testing is listed on the website.

Question about spread of rural spread of virus.

Beshear says our outbreak was statewide and that KY could not address regionally.

Beshear reiterates testing locations. 66 in Eastern KY. Says we need people encouraged to go get tested.

Question on if there’s consideration of testing at prisons before a positive case is found.

Beshear says he’s not aware of a plan and hasn’t been recommended. Says wastewater can be tested to find of there is an outbreak.

Question on why tests are taking so long. Reporter cites examples from his workplace of staff who tested 13 days ago with no result. One other 10 days.

Beshear says it’s hard to address a situation with a specific lab. Says he wants to see a 48 hour turnaround.

Another question about testing and states. Asked again on if antibody tests count. Maybe finally an answer...

@StevenStackMD says antigen tests and serology are counted as probable. Says it’s complicated.

@StevenStackMD says each positive case is all unique individuals that if someone tests five times, only counted once.

Question on if @StevenStackMD feels we’ve avoided a big spike. He says it’s hard to know and only can when we look back.

Beshear says we are going to have to beat #COVID19 all the the way up until there is a vaccine.

We are going to be restricted for a long time.

@TomL_Ky_Today asks about cases going down a little.

Beshear says numbers are a little lower on weekends and Mondays. Says we will know more starting tomorrow. Says positivity rate is down though. Says when college students start to get tested it may spike.

@LASmithReports asks about adding Tennessee to travel advisory.

@govnannybeshear says it’s states with 15%. List has changed a bit. Alabama Arizona Florida Idaho Nevada South Carolina Kansas Mississippi. No TN yet.

Beshear says there is a beach he and his family loves and “sometimes goes to multiple times per year.” But says it’s not worth it.

Question on Supreme Court of KY opening back up with safety measures like spreading out.

@GovAndyBeshear says he thinks it can be done safely.

Question on children under five. Are they asymptomatic.

@GovAndyBeshear says vast majority not hospitalized. Says in past kids would show symptoms but would recover quickly. Will have to dig into data more.
