UPC is acting as a 'Gateway' between both #CBDCs which is the method that quant have taken with their API gateway #Interoperability solution.
"Ultimately, Visa aims for UPC to serve as a "network of blockchain networks" to move digital currencies around."
When it comes to interop, providing direct connection is extremely important, having one connector (-C-) is not recommended due to requiring the infrastructure in place for the connector.
Quant provides pure interoperability.

'hub and spoke' reference which gilbert has referred to previously with quant being 'centre' indicating #OVL gateways.
Gilbert still maintains close connections with his colleauges at #Mastercard which has 30M+ merchants could possible create a similar payment system.
Still so much detail that i have not covered due to my lack of understanding. Quant FA is too Alpha.
