The report was filed in federal court last Thursday. Later Judge Solomon Oliver Jr. held a 2-hour hearing with the monitoring team & “the parties.” @TheJusticeDept & @CityofCleveland are the parties. The judge has overseen the case since 2015. I attended the hearing.

Let’s start with some basics. Here’s the modified consent decree with tracked changes. It was approved by the court in March 2022. Changes reflect the new charter language (article 115) that was added after Issue 24 passed. Below is the table of contents👇static1.squarespace.com/static/5651f9b…

The monitoring team’s semi-annual report has color-coded charts which cover paragraphs 1️⃣4️⃣ through 3️⃣4️⃣0️⃣ of the consent decree.

OUTCOME ASSESSMENTS — Finally, the consent decree details a number of required outcome assessments that are largely quantitative measures across various domains. The #Cleveland #Police Monitoring Team is working with @CityofCleveland to identify & prioritize assessments for 2023.

According to the report, “qualitative assessments test adherence in practice to the policies in place. The assessments are in various stages of completion, & several are ongoing in a rolling fashion.”
