The Cleveland Police Monitoring Team published its 12th semi-annual report on March 23. I’m going to share the highlights. This is the link to the 87-page report. static1.squarespace.com/static/5651f9b#Cleveland #CLEpolice #PoliceReform #ConsentDecree #LawEnforcement
The report was filed in federal court last Thursday. Later Judge Solomon Oliver Jr. held a 2-hour hearing with the monitoring team & “the parties.” @TheJusticeDept & @CityofCleveland are the parties. The judge has overseen the case since 2015. I attended the hearing.
Let’s start with some basics. Here’s the modified consent decree with tracked changes. It was approved by the court in March 2022. Changes reflect the new charter language (article 115) that was added after Issue 24 passed. Below is the table of contents👇static1.squarespace.com/static/5651f9b…
So far the Cleveland Police Monitoring Team has published 1️⃣2️⃣ semi-annual reports. Plans, policies, training, assessments, reviews, & reports can be found on the @cle_monitorteam’s website. clevelandpolicemonitor.net/resources-repo… #PoliceReform #ConsentDecree
The monitoring team’s semi-annual report has color-coded charts which cover paragraphs 1️⃣4️⃣ through 3️⃣4️⃣0️⃣ of the consent decree.

Non-Compliance 🔴
Partial Compliance 🟡
General Compliance 🟢
Operational Compliance 🟢
These terms are NOT in the decree. The monitor uses them to “synthesize & summarize” their conclusions. The following descriptions are copied from pages 4-5. I added color.
The monitoring team evaluated the following consent decree requirements:
COMMUNITY ENGAGEMENT AND BUILDING TRUST
COMMUNITY POLICE COMMISSION (“CPC”)
DISTRICT POLICING COMMITTEES
COMMUNITY & PROBLEM-ORIENTED POLICING (CPOP)

OUTCOME ASSESSMENTS — Finally, the consent decree details a number of required outcome assessments that are largely quantitative measures across various domains. The #Cleveland #Police Monitoring Team is working with @CityofCleveland to identify & prioritize assessments for 2023.
According to the report, “qualitative assessments test adherence in practice to the policies in place. The assessments are in various stages of completion, & several are ongoing in a rolling fashion.”

@MilitaryTimes reported: “The errors caused by the federal worker included improper payments to #veterans, violations of regulations that could affect veterans’ benefits & procedural deficiencies, the report found.”

📌 The blind approvals occurred from at least fiscal year 2022 through 2024, when the employee was found to have authorized about 85,300 claims — 19 times the national average, & at an 84% error rate.

📌 “The full magnitude of the incorrectly disbursed payments has not been assessed, with $2.2 million being only a current estimate. The report states that the Veterans Benefit Administration is working to correct the errors by year’s end.” #DisabledVeterans
