The report was filed in federal court last Thursday. Later Judge Solomon Oliver Jr. held a 2-hour hearing with the monitoring team & “the parties.” @TheJusticeDept & @CityofCleveland are the parties. The judge has overseen the case since 2015. I attended the hearing.
Let’s start with some basics. Here’s the modified consent decree with tracked changes. It was approved by the court in March 2022. Changes reflect the new charter language (article 115) that was added after Issue 24 passed. Below is the table of contents👇static1.squarespace.com/static/5651f9b…

The monitoring team’s semi-annual report has color-coded charts which cover paragraphs 1️⃣4️⃣ through 3️⃣4️⃣0️⃣ of the consent decree.

These terms are NOT in the decree. The monitor uses them to “synthesize & summarize” their conclusions. The following descriptions are copied from pages 4-5. I added color.

OUTCOME ASSESSMENTS — Finally, the consent decree details a number of required outcome assessments that are largely quantitative measures across various domains. The #Cleveland #Police Monitoring Team is working with @CityofCleveland to identify & prioritize assessments for 2023.
According to the report, “qualitative assessments test adherence in practice to the policies in place. The assessments are in various stages of completion, & several are ongoing in a rolling fashion.”

🚨#Delphi update: #RichardAllen’s lawyers filed several motions today. The 1st is a MOTION TO SUPPRESS STATEMENTS & includes an APPENDIX LIST OF EXHIBITS.

The lawyers want Judge Gull to suppress “any & all oral & written communications, confessions, statements or admissions alleged to have been made by him” during his pre-trial detention.

“It is alleged that Defendant Allen communicated incriminating statements to State actors &/or their agents, all of which the State of Indiana intends to present to a jury at the trial in this cause.” #DelphiMurders #JusticeForRichardAllenImage

According to #RichardAllen’s attorneys: The statements were “involuntary” & obtained in violation of the 5th, 6th & 14th Amendments of the U.S. Constitution & Article I, Sections 12, 13, & 14 of the #Indiana #Constitution.

“The statements sought to be suppressed were obtained as a result of psychological & mental coercion illegally directed against the Defendant & such statements were, therefore, involuntarily given.”

They’re asking Judge Gull to:
1️⃣ Conduct a pre-trial hearing to determine if the statements alleged to have been given were voluntary in nature; &
2️⃣ Suppress as evidence in this cause any & all communications, confessions, statements or admissions, written or oral, made by him subsequent to his arrest in this cause.

The higher enrollments are driven by a new law covering illnesses from toxic exposure during #military service. The year-over-year increase spanned every state, with #Texas topping the list with approximately 41,200 new enrollees, followed by #California at 33,500, #Florida with 33,000, #Virginia with 20,500, & North Carolina at 17,500, according to the Dept. of Veterans Affairs.

Under the PACT Act, #veterans exposed to hazardous substances during active duty can enroll in VA #healthcare & qualify for monthly #disability compensation for medical conditions connected to their exposure to #environmental hazards from #military duty. The list of identified environmental hazards includes burn pits, #radiation, Agent Orange, & #firefighting foams, among other toxins. #PACTAct #BurnPits #AgentOrange #ToxicExposures
In March, the VA announced that it is waiving a requirement for #veterans to first have an approved claim for a toxic exposure-related medical condition to qualify for VA #healthcare.

The open enrollment applies to veterans from the #Vietnam War, Gulf War, conflicts in #Iraq & #Afghanistan, the Global War on #Terrorism or any other #combat zone after 9/11.

Veterans who never deployed but were exposed to #toxins or hazards while training or on active duty in the U.S. also are eligible to enroll. #GulfWar #VietnamWar #GWOT #WarVets

Priorities include reducing #veteran #suicide with the following proposed actions:

Last night Front Steps Housing & Services (formerly Transitional Housing Inc.) held its first Home for All Ball since 2019. Front Steps provides permanent supportive housing & essential services needed to regain their independence. frontstepsservices.org #HousingFirst @FrontCle
Front Steps Housing & Services was founded in 1986 as Transitional Housing Inc. (THI). It was one of the first transitional #housing programs in the country designed to serve #homeless & disabled women.

Four sisters from the Congregation of St. Joseph purchased an old Econo Lodge motel on West 25th Street & renovated it. The building was transformed into a 60-unit residence. Transitional Housing Inc. (THI) opened its doors to residents in January 1986.
