इन्द्रियाणां हि चरतां यन्मनोऽनुविधीयते ।
तदस्य हरति प्रज्ञां वायुर्नावमिवाम्भसि ।।
indriyāṇāṃ hi caratāṃ yanmano'nuvidhīyate ।
tadasya harati prajñāṃ vāyurnāvamivāmbhasi ।।

When mind acts as per the whims of indriya-s, it deviates the buddhi required for meditating on Atma. The analogy cited by Krishna for this 'abduction of mind' is that of strong winds buffeting a ship on waters & abducting it's intended movements

विधीयते is to be understood as वि - Ishvara, धीयते - Goaded..
Mind is stopped from becoming subjugated to Indriya-s that freely roam in external world.
Goaded by Ishvara, a 'paroksha jnani' takes refuge in vedas/shastra-s & other सत्-vishaya.
