THREAD

1. Following on the thread below (did AG Lynch approve emergency FISA warrant in June 2016 based on Crowdstrike story?), if you really want to go down the rabbit hole - look at how hard Obama's DOJ fought to keep bulk collection going in 2015, the timing & players
2. On May 7, 2015 a federal Appeals Court ruled that NSA "bulk collection" of data was illegal. And on June 1, 2015 the relevant statute (Sec 215 of Patriot Act) was set to expire. So the Obama DOJ had a decision to make...

3. Would Obama's DOJ agree with the Appeals Court decision and stop bulk collection, or fight it to keep bulk collection going? You know the answer - they fought it, & argued FISC isn't bound by Appeals Court precedent (somehow this was an open question) fisc.uscourts.gov/sites/default/…
4. Obama's DOJ further argued that the USA Freedom Act signed June 2nd (Reauthorization of Patriot Act without bulk collection) allowed NSA to continue bulk collection for 6 months. And what happened in the 6 month period after June 2, 2015?

5. Wouldn't you know - Obama's DOJ was arguing FISC isn't bound by Appeals Court precedent and could continue NSA bulk data collection for the 6 month period when Presidential campaigns were being announced. Go figure.
6. And who was arguing on behalf of DOJ that NSA could continue bulk collection during the start of primary season? John P. Carlin. And what did John Carlin do right after making this argument?
7. On July 14, 2015 John Carlin requested an extension for filing 702 minimization procedures. dni.gov/files/document…
8. Then on 10-16-15, Carlin submitted 702 minimization procedure certification to FISC, arguing that NSA, CIA and FBI need the ability to do "to/from/about" searches of target names, which may incidentally collect US Persons (but they'd be kept secret 😉) dni.gov/files/document…
9. And again on September 26, 2016, Carlin submitted the next annual 702 minimization procedure certification with FISC, but this time with knowledge that Adm Rogers knew of abuse (i.e. Carlin's 2015 cert wasn't followed, & he didn't disclose in 2016).
10. For a more detailed explanation of Mike Rogers uncovering FISA abuse in 2016, see the excellent work by @themarketswork. I'm sure I'm re-hashing some things he mentions, but hope I'm adding more and don't have time to cross-ref everything

11. So Carlin fights tooth and nail to keep NSA bulk collection going thru 2015 Presidential campaign announcements, files 702 reauthorization in 2015, files 702 reauthorization in 2016 not disclosing he knew of abuse, then resigns. But here's why I looked closer at Carlin..
12. First, I saw the name Gabriel Sanz-Rexach in an email to Sally Yates on 1/26/17 requesting to speak to her (I was looking at the Yates Acting-AG timeline re Mike Flynn)

See pg 39 of justice.gov/oip/page/file/…
13. Then I saw a FISC filing from 2015 signed by Gabriel Sanz-Rexach on behalf of John Carlin, and thought - what if he was carrying on Carlin's misdeeds after he quit? Then I saw another name, Stuart Evans, who signed the false 9-26-16 702 Cert w Carlin fisc.uscourts.gov/sites/default/…
14. Here's where Sanz-Rexach and Evans come in. On 1-22-17, Rybicki emails Matt Axelrod and James Cromwell that Trump requested a meeting w/ all agencies that participated in inauguration security. Axelrod fwd to Yates. Was this a heads-up of some kind? Yates being cut out?
15. Maybe relevant, maybe not. More importantly, Mike Flynn was sworn in on 1-22-17, then on the 23rd Yates schedules 2 FISA meetings w/ Gabriel Sanz-Rexach (NSD), Stuart Evans, NSD, Matthew Axelrod (ODAG), Tashina Gua (ODAG), and 2 redacted people from NSD
16. Then Yates schedules more FISA meetings with the same crew on 1-25-17 and 1-27-17. And what else happened on 1-25-17 that they discussed? The FISC opinion by Judge Collyer dismissing ACLU's motion to see declassified docs on bulk collection AND HSPCI/Nunes probe announc
17. Considering Sally Yates argued the DOJ NSD wasn't subject to IG oversight, you can bet they were high-fiving about Collyer ruling citizens didn't have a right to see the FISA shenanigans going on. And, oh, also great in case Nunes finds anything!
18. Anyways, the point here is that Carlin made it possible to continue bulk data collection through Dec 2015 when campaigns announced. Then hid 702 raw data FISA search abuse from FISC & resigned. Then his cronies, Evans and Sanz-Rexach have a flurry of FISA meetings w/ Yates...
19. ...right after Mike Flynn's convo w/ Kislyak was illegally obtained through 702 reverse targeting, Strzok & Pientka interviewed Flynn, Yates gave the bogus "Logan Act" claim, and Flynn's convo illegally leaked to the media.
20. We need to know what this cast of characters was up to with illegal 702 searches, unmaskings, leaks, framing Mike Flynn, and trying to sabotage Trump's presidency from Day 1

And we need to know why Obama/Lynch/Carlin argued FISC wasn’t bound by Appeals Court precedent to keep bulk collection going through beginning of Pres campaign announcements, which furthered 702 FISA unmasking abuse and spying that Carlin later lied about
