Fitzhugh thought the Southern elites were "Normans," which they weren't. Fitzhugh also didn't represent mainstream antebellum opinion. Ulster Scots primarily came from the Scottish-English borderland and are considered old stock. They're not ethnics
Interesting fact: Northern Virginia's congressman in the 1950s and 60s was the leading House opponent against civil rights, Howard W. Smith. He was succeeded by a Republican. His old district is now the bluest in Virginia
Smith represented the southern half of Northern Virginia in the 60s. The northern half was represented by a conservative Republican, Joel Broyhill, who also opposed integration. Smith's district, the 8th, has been a Dem stronghold since 1990. Broyhill's turned blue in 2018.
The other Northern Virginia district--the 11th, recreated in 1992--was actually pretty Republican up until the last decade. GOP lost in the 2008 blue wave, and then nearly won it back in 2010. Now Dems win it by 40 points every year
