Taking chloroquine for #COVID19 isn't a "debate" where "experts disagree" if it's good or bad. It's one of many drugs that may influence the disease, in ways good and/or bad. It's being studied to see if/how/when it's safe and effective, and if/how/when when it's not. That's it.

Journalists get in trouble for writing up bad studies without sufficient criticism. Oz is blowing up a study he hasn't even read—which hasn't even been completed, much less published or peer reviewed. And his source is ... the lead author who says he's eager to prove he's right.
