1-S, Closed Session items 5-A and 5-B are being pulled. @GarryBredefeld would like 1-B regarding Master Fee Schedule due to some citizens are still calling their councilmembers on this. Other Councilmembers concerned we don’t know when next Council meeting will occur and it
would be better to get this done now. Other councilmembers vote 6-1 to keep it on schedule. Agenda is approved. Moving to Councilmembers Reports. Caprioglio is at home for protection of others. Esparza says important to be unified. Bredefeld says shelter in place yesterday

@Esmeralda_Soria would like to pull 1-D. Bredefeld would like 1-B (again) and 1-F. Karbassi pulled 1-J. Council approves remainder of consent calendar. 1-B is up first. He understands need to increase some of these fees. He does says the increase on Firework stands should allow
public to weigh in on that more. Bredefeld wants to assure these fees if approved goes to Fire Department only. Bredefeld says some of these fees are doubled or tripled. Any department can be more efficient and perhaps that should happen first for Fire Department. Soria knows
That previous councils have kicked these fee increases for a decade. Fire Chief would like to charge whatever the cost is to perform these on for profit companies. We shouldn’t be subsidizing for profit companies. Time test studies is needed.
Bredefeld makes motion to approve this if Firework Stand remains the same AND all fees collected go to Fire Department. Arias agrees as long as we apply for federal dollars for more fire personnel. City Manager Quan cautions that applying for grants will put a huge strain on
General Fund as we need to match funds. Chavez: First Responders needs manpower to fight coronavirus. He feels there will be help from federal level. @PaulCaprioglio via phone (hard to hear his comments )@D7Esparza how much are we losing by not increasing the fee on firework
stands ? Fire Chief Donis says it will cost $54,000 a year not to have it. Donis says $2.2 million is total amount all fees would increase. Firework stands not a large percentage of total. Public: spiritual leader Of Four Wind Lodge says he hopes Fourth of July is normal this
year and a chance to honor our Veterans. Firework stands also help non profits provide homeless with blankets, water and food. Non profits help where City of Fresno cannot. Tripling the license is too much. “ Council approved 6-1 with Caprioglio voting NO. Next 1-E

litigation with SkyPark and City had to purchase it says PublicWorks Director Scott Mozier. Soria would like to table this. Airport Land-use Commission limits this to office only and 1/3 not available. Arias:did owner know there was an airport nearby? And five acres couldn’t be
be used due to airport commission? Staff: I assume so. Soria: would’ve liked to know this history before. Would like this delayed a meeting. This could be valuable land. Karbassi: there is very little Brahe can be done with this property and faster we get rid of it the better.
Council approves 5-2 with Esparza and Soria voting NO. 1-J Next: purchase 30 sets of police vehicle hardware for $505,000 from Lehr in Sacramento. Karbassi wonders why local firm Cooks can’t be used ? A: we do use Cooks but they can’t do as many as Lehr. Approved
