Amendment to 2020 Fresno County Federal Legislative Platform
The Legislative Platform is a statement of the goals and priorities of the Fresno County Board of Supervisors and establishes the basis for
its advocacy efforts with Congress and Federal agencies. The recommended action amends the 2020 Federal Legislative Platform to add a bullet regarding law enforcement working seamlessly with Federal and State agencies. This item is countywide.
33.Amendment I to Master Agreement
for the Provision of Horticultural Therapeutic Community Centers.
HTCC’s are platforms for peer support, mental health outreach, engagement and delivery on matters that relate to mental well-being and mental health services, and to deliver
universal mental health PEI activities in traditionally and culturally relevant environments to un-served and underserved suburban and rural communities. In addition to a horticultural therapeutic garden, each site includes a covered shelter for informal gatherings and sharing
of mental health related information, as well as a site liaison, coordinator and/or project director to facilitate the collaboration of universal PEI services and activities between
community providers, community leaders and HTCC participants. Each site practices water
conservation methods of farming, including drip lines and water tolerant plants.
Performance objectives to be measured include, but may not be limited to:
•†decreased suicide ideation;

•increased well-being and hopefulness;

•increased access to care and knowledge of
care options;

•increased skills in problem-solving;

•increased social supports; and,

•reduced isolation.
The program targets un-served and underserved communities including Hmong/Southeast Asian, Russian/Slavic, Hispanic, African American, African refugees, individuals
individuals who are homeless, American Indian/Alaskan Native, Military Veterans, and the Lesbian, Gay, Bisexual, Transgender and Questioning (LGBTQ) community. Other target communities will be served as new providers and/or sites are considered and approved for inclusion under
this proposed Master Agreement, funds permitting.

Supervisors have added an emergency item to add a division manager in Mental Health. Not enough prescribers due to coronavirus And age of proscribers. Approved 4-0-1

The subject parcel is located on the east
side of North Grantland Avenue, between North Parkway Drive and West Tenaya Avenue, and approximately 180 feet southwest of the City of Fresno
Your Board’s approval of the recommended actions would repeal and rescind prior granted by your Board on October 23, 2018, pursuant to
to the Stipulation for Settlement and Order (Stipulation and Order) filed with and approved by the Fresno County Superior Court on November 15, 2019. The Stipulation and Order requires the County to repeal and rescind all Project Approvals, as defined below.
Ultimately, the
Applicant, Fresno Humane Animal Services, decided to not proceed or develop the Animal Hospital and Shelter Project at the site. All parties decided to resolve the litigation via the Stipulation and Order in which the entitlements granted by the County would be repealed and
repealed and rescinded and the complaint filed by Forgotten Fresno, a group of nearby residents, would be dismissed.
10.1 Authorize Changes to General Relief and Emergency Aid Programs Applications and Redeterminations Processes
Approve and Authorize the Director of the Department of Social Services to implement procedural changes for General Relief and Emergency Aid
Programs to align with State and Federal direction for other assistance programs, effective immediately, during this period of pandemic. Rules have been adjusted during coronavirus crisis. Lobbies have been closed for Medical , CalFresh etc. Approved 4-0-1
in works if more beds are needed due to coronavirus .Continuem Care, Madera does have some isolated beds put aside. We may rent our entire hotels/motels in Fresno but a few rooms in smaller towns. @steve
not to exceed $2,125,590. May need to rent hotels for self quarantine homeless, college students returning due to dorms closing; County Counsel Cedarborg says there are some insurance problems related to this. General Liability was dropped for contractor.
Rules have not quite caught up to today. There will be rules included that will cover this. @LincolnSeward Magisg: will the 285 beds be filled by people from Fresno or entire County? Staff: mainly City residents. Rural residents prefer to stay rural and local. Other plans are
in works if more beds are needed due to coronavirus .Continuem Care, Madera does have some isolated beds put aside. We may rent our entire hotels/motels in Fresno but a few rooms in smaller towns. @stevebrandau Beds for coronavirus only or homeless in general? Staff: there will
be homeless that haven’t already been infected but to get them isolated beforehand. We Focused on the more vulnerable first.
Brandau: does insurance problem effect this? Counsel: this hitch occurred after this began. Contractor is still liable but unsure if an insurance firm is behind them now. Emergency times sometimes need to rely on emergency powers.
Counsel: Courts will be expansive looking at this due to the emergency Pacheco: there is always a risk taking in these types of clients but it is needed. Approved 4-0-1
Supervisor Comments: Quintero on phone call “ Thanks County workers for all they are doing this emergency“. Magisg agreed. Pacheco: there are many questions on Property Tax during this. Tax Collector Oscar Garcia says “knows everyone is effected by this.
Tax Penalty waivers have been used for wildfires etc. we hope we can waive that for small businesses and homeowners. We think April 10 liquidity date. Income tax has mostly been collected at federal level. Local tax collectors doesnt have the resources federal agencies due.
We rely on these to fund cemeteries , schools , etc. Tax collectors doesn’t have authority to reduce funding for these. If not collected bonds voted on Already will default. Know these are challenging times. Covid 19 is liquid. He hopes those that can pay please do so. There
are multiple boxes to drop it off. If paying with cash you must come in to pay. We discourage all others from coming in to Pay. Special accommodations for the most vulnerable. Garcia: most taxes go to schools and special districts.
Brandau: tax Collector doesn’t have authority to change date. Brandau: Also would like to see what the loss of property tax and sales taxes due to shelter in place. Garcia: 98.2 % normally pay property tax. Also mortgage companies collect taxes and will keep paying those too
Brandau: spoke with Marjoree Mason Center Director and they and other non profits are facing lots of issues. He also says Sherrif Mims has promised not to release inmates due to coronavirus. Buddy Mendes: has should only be $2.00 but price is $2.40 still. Price gouging?
Barrels of oil is only $20. Stations charging too much. End Supervisors comments.
NOTE The item on prohibiting evictions due to coronavirus has been continued to April 14 meeting.
