In 2003 I chose mercenaries as another focal point. Proxy and paid elements became a perversion and then a tool of state controlled violence that has insidiously expanded to be come the main form of warfare today. 
In Licensed to Kill I point out that an governmental or state function has been uncoupled and self funded. And we a now see self-funded proxy wars in Libya, Syria, Mozambique etc where ISIS and the combatants have monetized their violent activities outside of the State
What does this mean? It means endless wars conducted by outsiders for profit or benefit that are not ended by local powers. The installation of dictators and warlords to replace state powers to control resources and support outside dictatorships or criminal oligarchs.
I think it would be wise to see how additional poverty was created around the world and the effect on poor countries. The rich and middle class have also been affected. Is there a plan? bloomberg.com/opinion/articl…
