May 12th: Consumer, Retail, and Services to reopen.
These are the basic principals for consumer, retail, and other services. We do want employees to wear masks. Every retail outlet will have to be able to follow these protocols.
We've gotten this far - but we have a ways to go. These are the first steps. I know there are other things we all want to do - get a haircut, go to restaurants - but we have to see how we are doing with #COVID19 first.

Every morning I look at the numbers and I see more Ohioans who are dying of #COVID19. I see more Ohioans going to the hospital and more who are going into ICU.
So, anyone who thinks #COVID19 is some sort of conspiracy or made up - talk with the loved ones of someone who has died. Ohio has fought back. We're going to continue to fight back, but anyone who thinks this is some sort of a hoax hasn't talked with someone who has lost someone.
This is nasty stuff - and if you act like someone is making this up, it does not do a service to the people of the state of #Ohio.

From the very beginning of this battle against this virus. We have truly been in this battle together. As Governor, it is my responsibility to make the tough decisions, but it is also my responsibility to listen & hear and be respectful of the thoughts and ideas of Ohioans.
There is a wise, old saying: "None of us is as smart as all of us." And so, as we continue our journey together, to battle our shared enemy, I will continue to listen to your thoughts and ideas as we move through this process.
There will have to be adjustments as we go. Within the last 24 hours, it has become clear to me that a mandatory mask requirement for retail customers is offensive to some of our fellow Ohioans. I understand that.

The virus is still out there. It is still killing people. The more we open up, and the more contacts you have - no matter how careful you are - cases are going to go up. This is a balance. To throw the doors open on May 1 would be totally irresponsible.
I have an obligation as Governor of #Ohio to get people back to work and keep them safe. Opening everything up all at once would not be consistent with keeping people safe.
If Ohioans go back to business as usual, the curve is going to go straight back up and more will die. I'm not going to do that. I'm trying to balance the harm to the economy with understanding that for businesses to come back, employees and customers have to feel safe.
