NEW: @GovofCO Polis starts his briefing acknowledging that Coloradans disagree about the re-opening that starts today. Says everyone’s notivations are good and urges respect for others. Will thread details of briefing here. #9News #COVID19colorado
Polis has a new tech setup, similar to NY Gov Cuomo’s, where slides are presented alongside his video. State staff, not journalists, control what is shown on the feed.
Polis says extending the statewide stay-home order would not change the number of cases, just the timing of the coming second surge. Mitigation efforts like social distancing will determine total case numbers.
Polis contrasts Colorado's approach to Wuhan, China's lockdown response. Polis says the lockdown was designed to eradicate the virus in the area. Polis says Colorado's approach will give those who contract COVID-19 the best chance through a functioning health care system.
Polis says the lifting of the statewide stay-home order "is not Mission Accomplished." "If we slack off (on protective measures)," Polis said. "Then our gains will be lost."
This is the graphic as Polis basically says DONT MAKE ME PULL THIS STATE OVER AGAIN
"We need to show complete social acceptance of anyone who chooses to wear a mask," Polis said, alluding to the racial profiling of minority communities.
Polis now touching on flexibility for local communities. I'd expect he'll get lots of Qs about Weld County's choice to allow all businesses to reopen today.
Polis is outlining the conditions for local flexibility waivers, which Weld County has proven don't need to be met if a county just tells the Governor to shove it.
Polis says counties that ignore state's public health orders are jeopardizing emergency preparedness grants and individual businesses can have state licenses revoked. These are the only punitive measures the state appears to have or is will to take. Same two levers as Friday.
The tough spot for Polis is that Weld County is showing that municipalities can ignore his executive orders and public health orders with no significant repercussions.
I'm a journalist. So I'm offering the observation that Weld County has successfully called Governor Polis' bluff. The questions now are what happens with COVID-19 caseloads in Weld and how many counties follow?
Polis is talking about what I showed you earlier in his executive order. Vulnerable people cannot be forced back into work situations "near others."
Polis says "you, the public, are our eyes and ears" and he asks people to report unsafe situations to covid19@coag.gov. (this tweet will spark years of raging mentions about the surveillance state)
Polis says the cases and deaths will increase again if people don't practice personal responsibility and more severe restrictions could return.
Polis has said he needs local authorities to enforce his orders but Weld County proves counties can not only refuse to enforce the orders but encourage businesses to defy them. Polis, asked about this fact, repeats prior statements about individual businesses losing licenses.
Polis is asking people to keep outdoor recreation to within 10 miles of their home. No enforcement. Just a suggestion. “You made the sacrifice to stay home for 32 days. You can choose to go to your 2nd or 3rd favorite park,” Polis said.
“It’s illegal for your employer to force you back to work if you’re a vulnerable individual,” Polis said. Asked if the state is providing support to employees who take a stand against an employer, Polis pivots to self-employed people deciding whether they can afford not to work.
That concludes the briefing. Mask on. Polis out.
