Global News has learned the RCMP have no national policy for when to issue emergency alerts, including for active shooters.

@globalnews discovered this after investigating what standard procedures RCMP had in place for comms with the public during an active shooter scenario.
The RCMP has no national guidance for Mounties on when or how to use emergency alerts. Why is there no national communications policy for how to communicate with the public, including emergency alerts, during an active shooter scenario? #NovaScotiaShootings
We also have not been able to get a clear answer from the RCMP on whether there were provincial or local operational guidelines on communications with the public during an active shooter situation, or on use of an emergency alert.
