Over the course of the 20th century, at different points in time, Germany, Russia, China, India, Iran, and others screwed up to the point that many of their smartest people left for the US.
That has been slowly reversing. And soon it will accelerate.

Appears that the relative winners of COVID-19 so far are either (a) post-communist states in Asia or Eastern Europe that didn’t listen to the West or (b) small competent places like Dubai, New Zealand, etc.
