He's lashing back at criticism (including this Lincoln Project ad) but staying the course.
It seems to me Trump is doubling down on his plan because he trusts his propaganda network to persuade his base that the deaths are China's fault.

By "plan" I mean reports that his initial impulse (which reportedly shocked Fauci) was to let the virus "wash over" the population.
From his actions, it seems that's what he wanted all along.
There really is a plan: Let the virus wash over the country, order businesses to reopen, and protect business owners from liability if their workers get sick.
(There is federal workers protection legislation. Overturning it would require the Democrats agree, so it won't happen)
