First, this isn't a price hike in the traditional sense; they were always supposed to be billing for these, they just... forgot. And they're warning you that they're about to start billing while you still have time to fix things.
This might be a little money for your account, or it could be a lot! Here, @awscloud helpfully tells you to figure it out for yourself, and to shove "Customer Obsession" up your own ass while you're at it. 
No "for reference, last month you would have paid X in this account." Y'know, the one key piece of information people need to know to figure out whether this is a 7¢ nothingburger or a $200K bill surprise poised to strike the first week of August like the fist of an angry god?
For DS2 and DC2 clusters the charge is only applied to the amount of manual snapshot storage above the amount of provisioned storage on the cluster. RA3 clusters will be billed for all manual snapshots. For all other clusters you're on your own.
For *most* folks this won't be a big deal. I'm just incredibly annoyed at the lack of "do the extra work to context-set for the customer after you fix your own billing mistake" demonstrated in this hamfisted email.
