I cannot emphasise this enough. Start with understanding your landscape, put the doctrine in place and then ... and only then ... start messing around with org structure ->
ideally, you want nearly all the early phases of doctrine to be "Green" i.e. your organisation to be good at this and for that to be agreed fairly uniformly within the org before you start messing with pioneer, settler and town planner.
An org structure like pioneer, settler and town planner is not how you "fix" a broken company, it's how you take a highly effective company and push it that bit more towards a continuously adaptive system ... apply it to a "broken" company and it won't have any benefit to you.
Most want pioneer, settler and town planner to be a magic fix. It won't.

Deal with doctrine before PST. Of course, dealing with doctrine means you need to map. So map first.

You'll also need a leadership capable of taking this path ... unfortunately that is rare.
For most it won't matter.

It's ok to be hopeless at leadership, at strategy, at organisation, at principles ... as long as your competitors are.

The good news is that most are.
