Why wasn't this implemented back in March when your administration issued the order forcing these homes to take on COVID-19 patients, thereby putting residents at risk and running up the death tolls?

Back then you even let staff that tested + keep working.
Oh looks like Cuomo finally reversed his order. Only took 1.5 months of the virus ravaging through places where the most at-risk people were being held. This was one of the worst screw ups in recent history, & he's received a complete pass for it.

Just happens to be that Cuomo's reversal came after he finally received some media criticism for his handling of the crisis. I wish these articles had come around far earlier.
