“Public Works continues to serve citizens of Fresno County during these trying times. Keep businesses moving. Until we can all smile again. We will be here working for you like we have since 1856. We are Public Works and Planning” says video narrator. Will be on website
Item 33: $8 million for rural transportation in unincorporated areas. @stevebrandau “in good times there is very little ridership. We need to change due to common sense v what State wants. During this crisis sometimes 2 riders. We may have furloughs and we are running empty
Busses.” Counsel Cedarborg says this is State Funded. Magisg “ public needs to elect politicians that would change this. Maybe Brandau will be led to run for State office!” @stevebrandau we need to challenge State on these items. Moises Steitz:” ridership has declined state wide
We are mandated to retrieve 10% of fare box in order to secure the State funding. Federal Funding does make up that 10% here otherwise it would shut down or be drastically reduced. What isn’t used to goes into County for streets etc. Some want to change fare box requirement at
State level. “ Approved
2.1 ***Authorizing funding from Federal CARES Act for a small business grant program
Approval of the recommended action will allow the County of Fresno to spend up to $5 million of its Federal CARES Act allocation on the Fresno County HUB Grant Program, creating a grant program
for small businesses impacted by COVID-19. The County Administrative Officer would be authorized to enter into any necessary agreements with Access Plus Capital and Fresno County Economic Development Corporation (EDC) for the administration of the grant program.
The program would be administered by Access Plus Capital, which has the unique experience in assisting businesses with similar programs. Applicants would be required to meet certain qualifications and obligations in order to qualify. Fresno County EDC and 2-1-1 will help promote
the program and assist businesses with their applications. The total grant pool will be divided equally between the five Supervisorial Districts. After a 14-day application window, grants would be awarded through an impartial lottery system.
Businesses have not received SBA or PPE funding or liens to Fresno County. Also will be a lottery system spread throughout all five districts says CAO Jean Rousseau. @stevebrandau says if money isn’t used by his district it will be given to other districts. $5000 would help 1000
businesses in Fresno County. $5 million from $85 million CARES Act. “ Pacheco says CARES allow for this and we wanted to do something that City of Fresno did. This is a safety net for those that fell thru other programs. Random Lottery draw of those that applied. CARES doesn’t
allow for a no/low interest loan. @magisg language changed to 10 FTE (full time equivalent) to help those who have more part time employees. @BuddySupervisor suggests that this be only be for county islands or County but not in City because City has CARES money. City businesses
can try twice to get money and rural only has one chance. Pacheco says many city businesses have more than ten employees or already received City money. Nothing perfect. @LincolnSeward would like areas like Shaver Lake etc.
Have to be in businesses for more than two years, less than ten FTE, Pacheco: this is a grant and not a loan. Staff: $5000 would let businesses ramp up to open up in three weeks. This could be ready to go in two days if approved today. EOC and Access Capital Have good track
records. 1% administrative cost by Capital Access. Will promote it for two weeks and then close it and then do draw. Also one person couldn’t apply for all their businesses. Just one per person. Mendes: PPE wasn’t run well the first time around.
Pacheco: restaurants will need this money to open up. Time for restaurants to open despite what State said. Brandeau: 211 call center will help get info and application to businesses. Will be on social media and Chamber of Commerce sites in order to reach out to entire county.
Pacheco: we just need to decide what dollar amount for this. Magisg : there will be lot of businesses left out even with $5 million. Drop in the bucket. Testing is imperative according to Governor Newsom. Four emails from public on this item was sent. Approved at that amount

Amendment to Master Schedule of Fees - Section 400 Approval of the recommended action will revise an existing fee in the Master Schedule of Fees, Charges, and Recovered Costs (MSF) Section 400, Subsection 405 based on actual Clerk of the
Board costs for the preparation of Assessment Appeals Board Findings of Fact requested by the public. Approved

Amendment to Master Schedule of Fees - Section 600 Approval of the recommended action will revise an existing fee in the Master Schedule of Fees, Charges, and Recovered Costs (MSF) Section 600, Subsection 601 based on actual County Counsel costs effective June 29, 2020. The
fee is charged to County departments with third-party funding and other public agencies. Approved.

No public comments came in on this item. Approved. Item 7 now. @BuddySupervisor recuses himself from this item 7.0 Rescission of Agricultural Land Conservation Contract Nos. 6393 and 3825 and Simultaneous Entry into New Agricultural Land Conservation Contract Nos. 8333 and 8334
(The Ernest and Leslie Mendes Living Trust, Freitas Farms I and Westside Ranch) Approval of the recommended actions would facilitate a lot line adjustment proposed by the Applicants to adjust the property lines between a 153.9-acre parcel and a 158.19-acre parcel resulting
adjusted 155.75-acre parcel (adjusted Parcel 2) and an adjusted 156.34-acre parcel (adjusted Parcel 1). The Applicants state that the purpose of the lot line adjustment is to align property lines with an existing private interior road currently located on the existing 158.19-acre
7.1  COVID-19 related Beds within the City of Fresno 1.Authorize the Director of the Department of Social Services to send 30-day notices to end Agreement Nos. 20-126 and 20-147 with RH Community Builders and Poverello House, respectively, effective June 26, 2020, if
the Fresno City Council does not take action on May 14, 2020 to use their Emergency Solutions Grant Coronavirus funding allocation for the Response. The 30-day maximum contracted amounts are $354,265 for RH Community Builders and $49,216 for Poverello House. There are no viable
alternative actions. The FMCoC and County COVID-19 Emergency Homelessness Funding Grant Allocations will be exhausted by the end of June 2020. These funds were used to support beds in City’s jurisdiction.
City of Fresno will decide this Thursday to decide if they will continue this into June by using COVID funds. @LincolnSeward 30 day notice of vendors is needed to protect County just in case City votes No this Thursday. Will there be beds given to Mendota etc ? Staff:
Administrative direction needs to be given. Magisg: City of Fresno Wants to continue this but this is last meeting before that just in case with 30 day notice for vendors.
Staff: telemedicine added, Selma and Huron is getting beds too. Largest problem is rural communities don’t
bring residents into those beds. City of Fresno beds are occupied by Fresno residents. H Spees: this is a good partnership between City of Fresno and County. County has led on this issues during this pandemic crisis. Had to get people housed quickly and nimbly to protect public
and the homeless form Covid-19. County has covered the liability on these which is a big deal. Brandau: any additional hotels? 426 beds on top of 250 pre-Covid beds were added. CDBG and other funding maybe used to purchase hotels to provide permanent housing. We have met
Governor’s requested number. Some trailers are put aside for those waiting pending test results , symptoms or have tested positive for COVID . Still have spots open there. Brandau: we can check that box off that is needed to re-open the County from sheltering in place.
Pacheco: some of his constituents feel that all funding goes to City while at the same time they don’t want to be bussed to City nor City wants to take on more residents. Glad to see more funding going to rural towns. Clerk: One public comment received. Approved
Supervisor Reports: Magisg says $7.5 million fund to shore up businesses , mortgages and development of affordable housing. Royal Bank of Canada. Sad note: Friend Terry Tuel passed away. Business owner , donated house to non profit to give to needy family; Boys&Girls club.
Donated concrete to create sidewalks around Weldon Elementary School. @BuddySupervisor Highlight on consent calendar : Peace Officer Week and Day as well as Correctional Officers Week.
