In April Committee essentially told "We have found Mogherini, we've even gone to the lengths to get the Commission to OK it, and clock ticks" - easier
The answer to that is a clear NO.
Have you stopped to ask yourselves: were there not *women* in the running who actually complied with the criteria?
(sadly we do not know who the other candidates were - in public anyway)
