"CU Boulder is facing a budget shortfall ranging from $121 million to $651 million next year due to reduced state funding, increased costs related to coronavirus and loss of revenue from on-campus events, housing, dining and more."
In 2019/20 CU-Boulder received about $895m in student tuition and fees
For the tuition part, every 1% reduction in out-of-state enrollment would correspond to a ~$5m decrease in revenue
For in-state it is ~$2.9m per -1%
In 2019/20 CU Boulder had 35,528 students

20,713 in-state (~$12,000 revenue per student tuition)
14,815 out-of-state (~$34,000 revenue per student tuition)

OOS students are ~40% of total students but ~66% of student tuition revenue
So to illustrate with some idealized numbers for CU-Boulder
A 10% enrollment reduction in-state & 20% OOS results in ~$126m reduction in student tuition alone (not counting fees, COF, etc)
That is among the more rosy scenarios for 20/21

Current CDC guidance would seem to have us professors ready to go online upon detection of a case on campus

But given the political pressure to "open up" perhaps by fall term, universities will be told that Covid on campus is OK
For fall CU Boulder promising a "robust campus testing program" but apparently of only those "with symptoms"

if goal is to detect & isolate to maintain on-campus activities, seems destined to fail given what we are learning of (a) non-symptomatic spread, (b) incubation period
The aspiration of campus leaders is nice (left)
The reality of college life would seem to disagree (right)
Here are the proposed guidelines for how we start the fall (still under development)
Regardless how we start, far more important will be the contingency plans for what we do when events (inevitably) occur on campus or in community
I don't envy our administrators
And I admire our students, faculty, staff dealing w/ profound uncertainty, disruption, hardships
