ANSWER: "Al Qaeda in the Arabian Peninsula (AQAP) claimed responsibility for the attack in a video released in Feb, 2020. Based on the video, it was believed that AQAP did have contact with (Mohammed Saeed) Alshamrani, but details regarding the type and amount of contact...
he had with the group were previously unknown due to the fact that the two cell phones he was believed to have used to communicate with the group were encrypted. The U.S. government’s requests to Apple for help in breaking into the phones were denied,
as similar requests have been in past cases, such as the San Bernardino shooting and the Pulse Nightclub shooting.
Now that Alshamrani’s phones have been accessed, more than 6 months after the attack, investigators have been able to determine that he was indeed directed by AQAP.
This confirms that the Pensacola attack was the first successful directed attack in the U.S. since 9/11. (There have been numerous inspired attacks, and failed or thwarted directed attacks in the U.S, since 2001.)
The data on the cell phone will also aid investigators in the attempts to determine if there were co-conspirators in this case."
