This type of research is known as "gain-of-function" research, engineering or evolving a virus to infect humans so you can try to figure out how to fight the virus if it does that on it's own through natural evolution. That type research was done in Wuhan for US researchers.
One researcher, who had outsourced research to the unsecure lab in China was working on "gain-of-function" work on 50 bat corona viruses to his partners in Wuhan. NIH stripped his work of funding a few weeks ago due to the risks of causing a pandemic.
When President Obama outlawed this research in the US in 2014, these scientists moved their work to an inadequate labratory in Wuhan, the source of the outbreak. If this research report is true, it will be almost impossible for anyone to deny it was engineered for research.
