The reason the Cummings story doesn't / won't go away is one question:

No set of excuses or variations in the story will get the government out of the problem that the PM's most senior advisor broke the guidelines while millions were wrestling with their own dilemmas but still followed guidelines.
Also see a developing story - that the PM is threatening to break just introduced UK quarantine laws by attending an in-person G7 summit if it happens in June.
Number 10 will hope to ride it out, throw out some red meat in the form of the Huawei ban. Maybe it will work in the short term. But there will be a cost.
I can only think the PM worries that a Cummings outside government will actually be more politically damaging to him than one inside. Which is possible.
