Note that the MAJORITY of police departments DO NOT require officers to intervene if they see another officer using excessive force. useofforceproject.org
Note that the Duty to Intervene policy was only adopted by Minneapolis PD in 2016, after organizers successfully pressured the city into changing their use of force policy.
