I thought martial law might happen when the pandemic started if deaths kept growing, but COVID wasn't the direct cause.

Looking back on this, to what extent are released criminals contributing to turning peaceful protests into mayhem? In theory you could compare arrest records to parole records to see. If arrests are made, that is.
