We're not getting reforms that expand civil liberties. We're essentially getting domestic counterinsurgency.
This is a huge difference from 1968.

Twenty years of Middle Eastern war has built an enormous surveillance state. The response to the riots will be tasking this apparatus with preventing domestic terrorism.

The eye in the sky is now turning around.

Oh, I just realized something else.

This will make contact tracing for pandemic control purposes extremely difficult.

More people will resist tracing for fear of being put on some list.

You need a high trust society and competent state to pull off contact tracing.
