Interesting that independent auditing of accounts by professional firms is no guarantee that a sporting body is corruption free. Aján relied on auditing by KPMG, following 2009 reforms, as evidence that @iwfnet was corruption free. It wasn't.
The @iwfnet's assertion that it only held 3 bank accounts was 'blatantly and wholly untrue'…
The @iwfnet's complicated money flow from its various bank accounts…
The @iocmedia Ethics Commission apparently couldn't investigate when missing funds were highlighted in 2011…
The @iocmedia paid US$23.3m to the @iwfnet accounts from 1992-2008; smaller sums into the OTP Hungarian account; & 'honorariums' to Dr. Aján. The payments were not declared in the IWF Executive Board's accounts…
The complaint from Dr. Urso that money had disappeared out of a Swiss account owned by the @iwfnet was incorrect, as the accounts apparently showed that the IWF had failed to include a 2008 payment from the @iocmedia

McLaren's team could not find any irregular activity involving the @iwfnet Swiss accounts into which IOC broadcasting and marketing revenues were paid…
…However, money from those accounts was transferred to the @iwfnet OTP operating account in Budapest, from which Dr. Aján withdrew $12.5m, $1.8m of which involved honorarium payments withdrawn in cash…
'At least two additional accounts' named IWF Vilag Kupa discovered at OTP Bank, & 'numerous accounts' at MKB. Dr. Aján didn't disclose them. MKB accounts were disclosed under 1mth ago; & the Vilag Kupa account, used to wire transfer money to the MKB account, was never disclosed.
Dr. Aján tried to claim that the accounts were to facilitate a favourable exchange rate for US$, but McLaren's team found that he had personally withdrawn money from the accounts…
The transactions involving the @iwfnet MKB or OTP Vilag Kupa accounts were not included in the IWF accounts. The IWF bookkeeper, financial advisor (Alain Siergrist) & auditors KMPG did not know about them, McLaren's team found…
Dr. Aján's use of cash outlined by McLaren's team. Many revenue streams were collected in cash, and Dr. Aján issued the receipts. No way of knowing whether receipts are complete…
Analysis of the receipts shows Dr. Aján received $6m in cash from 2009-19, however there is evidence that receipts were not always issued - footnote details a $13,000 payment collected by Attila Adamfi & given to Dr. Aján. No receipt issued…

Romania complied, but anomalies were discovered…
The anomalies also continued regarding fines doping fines paid by Russia. A $50k doping fine paid to Dr. Aján apparently disappeared…
The Albanian federation broke national laws by driving $100k to Budapest to pay a cash fine, which it was told it must pay otherwise it would not go to #Rio2016!

McLaren's team also found that it appeared that Dr. Aján embezzled cash by double counting travel expenses.
Dr. Aján demanded payment of an airfare totalling $14,995… that's a very expensive flight…
Mohamed Yusef Al Mana, who is still President of the Asian Weightlifting Federation (awfederation.com/focus-on-awf/p…), alleged that he had 2 receipts relating to $200k received by Dr. Aján, but the Qatari declined to be interviewed when approached by McLaren's team…
Dr. Aján withdrew $12.5m from the @iwfnet OTP operational account between 2009/19. No records were kept of how cash was spent, but large withdrawals were often made in advance of Electoral Congresses, McLaren's team found…
When McLaren's team opened Dr. Aján's safe at the @iwfnet offices in Budapest on 8 May 2020 it was completely empty, despite 'several witnesses' telling the team that he kept cash in the safe.

McLaren's team found Dr. Aján appointed corrupt or oblivious people to his Executive Board. Some were untruthful when asked if they had accepted bribes. Under the @iwfnet Code of Ethics, vote buying IS NOT an offence. Yet it happened in 2009, 13, & 17 . Were the @iocmedia aware?
How Dr. Aján's acceptance of late payment of membership fees facilitated vote buying at the Electoral Congress; the groundwork for which was laid at the Annual Congress when he was able to build support amongst late payers…

Bribed voters were circulated a document showing them how they should vote (see picture)! This matched the eventual election of the @iwfnet Executive Board…
The bribes paid by Dr. Aján to secure the 2017 election ranged from $5k to $30k per vote…and included trips on cruise ships and luxury hotels…
The bribed voting block were 'quarantined' from the rest of the Electoral Congress in an attempt to ensure that they did vote for Dr. Aján and didn't change their vote at the last minute…
The bribed voting block were told to photograph their ballot in order to entitle them to receive a bribe. A delegate was photographed doing this at the 2017 Electoral Congress (see picture)…
Some member federations attempted to use erasable ink or asked for a second ballot form in order to receive a bribe, but later change their vote!
At the 2017 Electoral Congress, the person in charge of distributing cash bribes was Major General Intarat Yodbangtoey, the 1st Vice President of the IWF. Delegates queued in a hotel to receive their bribes…
Bribery was so endemic at the @iwfnet Electoral Congresses that senior officials joked about it…
Conclusions on vote buying - so endemic that McLaren's team has evidence that it continued at the Pan-American Federation elections in February 2020, after its investigation was launched!
Dr. Aján had been a Foundation Board member of @wada_ama since its inception in 1999. In 1997, he provided advance notice of tests to the Greek federation by writing test dates on a napkin…
Does @wada_ama have questions to answer as to why it tolerated Dr. Aján as a Foundation Board member during the dirtiest decade in weightlifting's history, as McLaren puts it?
Rather than clean up the sport in the 1980s and 90s, the @iwfnet restructured its weight classes in 1992 & 1997. McLaren found that had it not done this, some records would remain unbroken today…
Despite Dr. Aján promising a clean 2008 & 2012 Olympics, doping continued, with the 2015 Houston WCs considerer the dirtiest in the sport's history with 24 ADRVs…
In 2012, the @iwfnet appointed Patrick Schamasch, @iocmedia Medical Director from 1993 to 2012 Chair of its Anti-Doping Committee. He held that position for eight years. He also held positions with RusAF, Russian Biathlon & @WorldAthletics… is it credible that he knew nothing?

Under the World Anti-Doping Code, the person responsible for following up on adverse analytical findings (AAFs - or positive tests) at the @IWFnet to determine if an anti-doping rule violation (ADRV) had been committed was Patrick Schamasch, the former @iocmedia Medical Director.
McLaren's team found that HUNADO followed instructions & protocols as required by the World Anti-Doping Code, and that there was nothing improper in their activities…
McLaren refers to Dr. Aján's unauthorised access to the work of the @iwfnet Anti-Doping Commission as 'meddling'. Was Patrick Schamasch unaware of this?
Dr. Aján had access to the @iwfnet test distribution plan, which facilitated any bribery attempts / control over national federations…
Dr. Aján was able to apply significant pressure on the @iwfnet anti-doping commission that on occasion, he was given modified data indicating which countries were targets…
Dr. Aján threatened the @iwfnet Legal Counsels with dismissal for, rightly, not discussing adjudication of the cases involving the @iocmedia retest of #Beijing2008 & #London2012 samples with him…
Amazing - a 2016 letter to Dr. Aján from Azeri weightlifting thanked him for delaying the suspension of certain weightlifters so as not to interfere with the Baku Islamic Games - ADRVs relating to 18 Azeri lifters were involved!
The @iwfnet allowed Valentin Snejev Hristov to compete, despite two AAFs, delaying the announcement of his sanction by almost a year…
Notification letters sent by the @iwfnet to athletes were regularly backdated to make it appear that they had been sent earlier than in reality…

It appears that @wada_ama knew that the @iwfnet Anti-Doping Commission was not doing its job. A spreadsheet identified 109 samples between 2009-13 not finalised & uploaded to ADAMS. Also, a 2016 email detailed 45 cases between 2009-14 that remained unresolved…
26 Turkish samples were not followed up, & the @iwfnet claimed this may have been the fault of the Turkish federation, but McLaren's team found this to be false - the IWF was the testing authority for this mission!
…The result of this failure was that athletes who had reported AAFs - or positive tests - that were not followed up went on to win Gold Medals in international competitions…
The total amount of doping fines paid by @iwfnet member federations between 2009 and 2019…
The McLaren team could not find any evidence that HUNADO staff were corrupt. However - note the footnote. A 'very late' piece of evidence regarding sample swapping has been passed to @wada_ama
There was a 'fake bidding process' regarding the Houston 2015 World Championships!
McLaren's team found that @usantidoping was satisfied with the performance of HUNADO at the Houston 2015 World Championships, as evidenced by subsequent partnerships…
The Cologne and Montreal Laboratories cannot explain the 24 AAFs for oral Turinabol reported at Houston 2015…but the most likely explanation is urine swapping…
…And that brings us to the conclusion of our analysis of the 121-page McLaren Independent Investigation Team (MIIT) Report into allegations against the @iwfnet. An article will follow later…
