For the first time Three star level officers of the Indian Army and the PLA will hold talks at Chushul Border Personnel Meeting point. The Chinese will host the Indian delegation on Saturday, 6 June. All this is known.
What is not so well-known is that India's main focus in these talks is one-point agenda: Restore status quo ante as of early April 2020 at the area between Finger 4 and Finger 8 at Pangang Tso where the Chinese are currently plonked, disturbing the understanding on patrolling.
For years, as I had discussed with a former battalion commander here: (), Indian patrols went upto Finger 8 and the Chinese came upto Finger 4 (see map). But the Chinese now want to prevent India from going to its own perception of the LAC.
As for the so-called face-offs at Galwan and Hot Spring areas, north of Pangang Tso, the situation is stable and the two forces are well within their own areas. A couple of discussions at PP 14 have already taken place. Reports from the ground say neither side has crossed the LAC
The Chinese came in opposite Galwan on May 5. India was watching. After assessing the build up, India reinforced posts. So for over a month now, China has kept a battalion size force on its side of the Galwan area; India has similar deployment there.
The Chinese have a reason to come to Galwan which most people seemed to have missed. Early this summer India resumed building a feeder road connecting PP 14 to the main DS-DBO road. The 7.5 km stretch is progressing rapidly.
The Chinese too have been building a 21-km road from their Galwan post to PP 14 (in Chinese territory) for the past few years. But a 6-7 km long final stretch is yet to progress. Realising that India's feeder road was on a fast track, the Chinese decided to raise objections.
They had two reasons to do so. One, slow down the Indian project (and gain time for the completion of their own) and two, send a message that they are watching Indian progress in this area (completion of DS-DBO Road, the feeder road in progress etc)
