HPV is most commonly transmitted through Sex, although, You can get HPV even without having sexual intercourse.

Yes, you can get HPV even with a condom. latex condoms lowers your chances of getting HPV but does not provide complete protection from the virus because HPV can infect areas not covered by a condom like the scrotal & labial areas. @ladyhetty

Depending on the type (strain) of virus you are infected with, the effects are different.
