NEW: DNI Ratcliffe declassified "Annex A," a footnote in the 2017 ICA which detailed reporting by Christopher #Steele.
The footnote makes clear the internal concerns officials had over that document, however.

NEW: The annex states that the Intel Community had "only limited corroboration of the source’s[Steele's] reporting in this case and did not use it to reach the analytic conclusions of the CIA/FBI/NSA assessment."

NEW: Steele "collected the information on behalf of private clients and was not compensated for it by the FBI," the ICA stated.
Steele’s reporting was commissioned by opposition research firm Fusion GPS&funded by the Hillary Clinton campaign & @DNC through law firm Perkins Coie

Per the annex: "The most politically sensitive claims" by Steele "alleged a close relationship btwn the president-elect[Trump] and the Kremlin" & claimed that Trump & his top campaign advisers "knowingly worked with Russian officials to bolster his chances of beating Clinton"

Steele's reporting, per the annex, also claimed Trump and his advisers "were fully knowledgeable of #Russia’s direction of leaked Democratic emails and were offered financial compensation from Moscow."

Steele's reporting claimed #Russia "had cultivated the president-elect for at least 5 years, had fed him & his team intelligence about @HillaryClinton...& agreed to use Wikileaks in return for policy concessions by the president-elect assuming he won the election"

But the annex notes that Steele's reporting was "not developed by the layered subsource network."
Steele’s reporting wasn't included in the body of the final ICA prepared for @BarackObama,but instead detailed in this footnote,“largely at the insistence of FBI’s senior leadership”

Then FBI Deputy Director #AndrewMcCabe told DOJ IG that #Steele reporting needed to be in ICA bc "Obama had requested 'everything you have relevant to this topic of Russian influence’”
CIA officials argued that it was'"internet rumor" & merited inclusion only in this annex.
