1. ACOM/ASCC/DRUs are tasked to determine the feasibility to lift restrictions of their installations, facilities, or locations using Annex M and report on Monday of each week to the Pentagon.

2. Senior CDRs will certify an installation, facility, or location that has met the conductions to reduce travel and movement restrictions. Once certified, Senior CDRs will report status to the DA G3/5/7.

3. CDRs will review the USD assessment and IMCOM Placement to determine if travel, to include leave for Soldiers, is authorized.

4. If a SM duty station is authorized unrestricted, then travel from, to, and through locations must also be certified as unrestricted.

5. Travel, including leave, from, to, and through restricted locations requires an ETP by the first GO/SES. ETPs will be granted for mission-essential, necessary for humanitarian reasons, and/or for extreme hardship.

6. PME, including officer training and education programs, NCOPDS, functional and specialty training programs, civilian training, education and development programs, and advanced education programs are exempted and do not require an ETP.

This also includes SOF force-generating activities.

7. Soldiers that are attending reclassification training are exempted and do not require an ETP to travel.
