Ok at last here is what is in the Tim Scott / GOP Senate Bill: basically it INCREASES federal funding to police, for yet more training, keeps chokeholds & asks police departments to keep data on how many people their officers kill. The stuff about using the AA museum isn’t in it. 
It's basically just suggestions, data collection and grants. If anyone sees anything more specific please comment below.
From a public policy standpoint, and from what police I know have told me, more grants to have cops sit through still more "de-escalation training" won't change anything. Cops will do the courses because they have to and then go back to doing what their unions empower them to do.
And giving still MORE money to police departments means they can freely bulk up with more toys: tanks and military equipment and more. I wish Tim Scott et.al had been asked if they spoke to any use of force experts or civil rights leaders in crafting this bill.
