Little on mandatory mask-wearing: "Compliance would be terrible." Says it doesn't make sense to require a mask for someone who works outdoors by themselves all day, for example.
On people traveling to places with lesser restrictions: Little says he only has authority within state lines, can't stop somebody from going from Fruitland over to Ontario or from Moscow over to Pullman.
