My opinion is that all colleges and universities in America need to be in online-instruction status until we have full deployment of a COVID-19 vaccine. Crowded, close-contact, closed (indoor) spaces—like classrooms—are just the sort of "3C" spaces the CDC and experts warn about.
PS/ As noted, the above is just my opinion. It's based on researching/writing a book about the pandemic, spending every day for the last 6 months watching interviews with top experts from around the world, and knowing people who've been stricken the COVID-19, despite precautions.
PS2/ I understand that it's hard for professors to speak out about this, as we care about and believe in our institutions, and believe that nearly all those who work in college administration care about the health and safety of our students above any and all other considerations.
PS3/ That's why I underscore here that this was my opinion in March, is my opinion now, and will be my opinion in August—and that it's an opinion I hold without respect to the region of the country a school is in. I think that this should be the national response of universities.
PS4/ DHHS indicates that we're nearing the Point of No Return with respect to slowing or stopping the virus from killing millions of Americans.

All sports must stop until we have a vaccine.

All face-to-face instruction must stop until we have a vaccine.

Masks must be mandated.
TYPO/ Note that "stricken the COVID-19" should (of course) be "stricken with COVID-19."
NOTE/ A Harvard epidemiologist CNN interviewed this week revealed that young, asymptomatic people who get COVID-19 are in some instances developing dangerous "ground-glass opacities" in their lungs that could cause them serious, permanent health effects years or decades from now.
