Ojukwu captured the NNS Ibadan at the calabar port, a fully armed naval vessel. You thought the Nigerian Army would leave its waters open so that Ojukwu would sail and bomb Apapa ports then launch an attack on Lagos..
Starvation is a natural consequence of war. Get this straight and Ojukwu had no right in this world to reject inspection of relief materials. He also rejected movement of relief materials via Lagos ports and Land borders.
Ojukwu wasn't interested in food. He only wanted weapons to fight.
He had every opportunity to surrender and prevent the starvation, he didn't. He was hoping for weapons via airlift while innocent kids starved to death.
