It is certainly difficult to measure, in monetary terms, issues such as the suppression of freedom and loss of sovereignty, but it is easy to imagine the impact of the absence of a national strategy, based on a "ethics first and by design" model 2/10
According to a report from Oct/19, from the @AtlanticCouncil, this map shows how surveillance technologies from Chinese companies have been adopted. It's happening even in countries able to develop their own technologies and where a national #AI strategy exists 3/10
There are two other interesting maps, created by the @freedomhouse. Map (1) shows the degree of freedom in general, and map (2) the freedom in the context of the Internet. Couldn't find a way to overlap all these maps in a good way, but some red flags can be raised 4/10
In South America, although "free" in general terms, the Internet has been a constant target of surveillance by politicians to limit freedom, disguised as a "concern to fight fake news". The Brazilian Senate recently approved the shameful #PL2630 5/10 eff.org/deeplinks/2020…
In the case of the African continent, where the concentration of dictatorships is large, Chinese companies are not only financing and implementing these technologies, but they are also operating them. Is it hard to foresee what might happen? 6/10 qz.com/africa/1711109…
There are 3 critical factors in the midst of it all: (1) the tipping point from which it will be extremely difficult to undo this dominance, even if countries create their own technologies. It's even worse for developing countries with little human capital to do so. 7/10
(2) The use of facial recognition, along with the harmful laws of Internet control (under the guise of de-weaponizing the political use of fake news), creates the perfect recipe for a dangerously stifling level of state surveillance. 8/10
(3) Due to greater intimacy between financial services, Internet, and biometrics, enhanced by 5G networks and with the claim of benefiting those excluded from the banking system, this surveillance will spread to commercial and financial transactions in these countries. 9/10
The surrender to utilitarianism in developing countries is very worrying. Freedom, like privacy, can once again become a luxury for the few. We should not be Luddites, but an #AI strategy - "à la" Nebuchadnezzar statue - cannot prevail. 10/10.
