Those in Govt that did not know, Public health systems play an integral role in preparing communities to respond to, & recover from threats & emergencies, now know that consequences of such emergencies are not just money making chances, but killers too. @kirigwi @VictorMwambacha

Saying COVID 19 is a money making chances may sound derogative. But is true, our Kenyan leaders & their sidekicks are a heartless lot that will make money even out of death situations. They do not care either, but forget they will leave behind all amassed when vamoose time comes.

Back to the prep'dness bus zooming past us, the Govt as an emergency response stakeholder was caught pants down, unprepared at all levels when COVID-19, came calling. A chronic decease emanating from our often reactive nature & adamant disregard of disaster mgmt principles.

COVID-19 is a Public Health based disaster, but is @MOH_Kenya the real culprit in the mess Kenya is in? NOT AT ALL. The real culprit are @InteriorKE & one @FredMatiangi whose JD includes Disaster Mgmt & @StateHouseKenya their overall supervisor, who continues to sleep on the job.

I say these because, the disaster COVID-19 is turning out to be, could have been better addressed, if Kenya had Disaster Risk Mgmt arrangements in place. That is the job of none other than @FredMatiangi as the chief advisor to Govt on all matters connected therewith. @Anon1KENYA

On a regional scale & outlook @jumuiya that rather useless parroting body & continentally @AfricanUnion, especially their Infrastructure Division under one @RailaOdinga are also to blame, since DRM is within their respective preserve & they too were caught napping big time.

While @MOH_Kenya takes the lead when infectious disease outbreaks occur, @InteriorKE is the Constitutional overall National lead in challenges of coordinating support roles, responsibilities, & assignments disasters albeit their causative factors occur. @VictorMwambacha @chothep

We are currently lamenting about lack of beds & ventilators, especially after the clown officially occupying @StateHouseKenya, but is COVID-19 displaced since cases were reported therein, gave a directive to Counties to have a minimum of 300 beds. But, are they even near enough?

We have had the likes of @SakajaJohnson & his supposed committee visit Counties to assess prep'dness. But, hold on a second. Aren't such assessments subject to measurement standards? If so, which one since we don't have National Public Health Prep'dness Capabilities Standards?

Yes, a set of distinct capability standards yet interrelated, designed to advance the emergency prep'dness &
response capacity of State & County public health systems. Pioneered by National Capability-Based Framework, emanating from a National DRM Law. But do we have any?

Which would have helped jurisdictional public health agencies structure emergency prep'dness planning & further formalize their Public Health Emergency Support Function (ESF) role(s) in partnership with Emergency Mgmt Services. As fronted for, by the @SenMutula DRM Bill 2019.

To me that @SakajaJohnson Circus team failed in its mission if it was only after counting beds & ventilators in Counties. Who was to check on COVID-19-:
