Delay to be sure CMAC feed was working (no issues on my end with CMAC).
Chrome works better than Granicus City Clerk’s staff is saying. Will take a five minute break as city employees need to switch from Granicus.

@Esmeralda_Soria United Health Center Covid testing July 24 Sihk Center and July 31-August 1st at Lyons Park by appointment only. Palm Ave bike lane proposal was successful and thanks city staff @LuisCha70215912 United Helath Center tested 1500 people this past weekend during a
107 degree day. 20% of testees cane from rural areas. Able to drive up and get tested. Great model for test of community. Also Jess Quintero did a lot of community service especially for veterans. @D7Esparza thanks students and residents who have participated at home activities

unnecessary divide in community. I live in outskirts of city. Not sure how lawful this is to do. This will cause people to be authoritative. If I have to go to Clovis to shop I will and take my money elsewhere.
@GarryBredefeld can there be clarification from Counsel on what Kim just said. Do people legally have to wear a mask? Counsel Sloan says Bredefeld is correct. Bredefeld: this will probabl pass today but if you have a medical issue you don’t have to wear a mask. Bredefeld will

Public Works Scott Mozier: will get a cost price from contractor and should not be too expensive. Arias: hydration center would be desired. Assistant City Manager Jim Schaad: CARE dollars are being used at parks Approved 6-0
1-0 franchise tow agreements. Police Chief Andy Hall says amendment for evidence towed. Vehicles used in a crime are stored but we don’t have a place to do so. For 10+ years we have contracted with inside tow yard during this time. Required two companies. In 2017 one of the
companies violated contract and was severed. Having just one company made it more efficient for PD as well. We want to continue to have just one bid contract but is in violation of this municipal code we would like to have Council approve today. Arias: why was two companies need-
ed originally? Hall: didn’t have enough room at just one spot but now we do. Second company lost its contract due to employee willfully destroying evidence and was caught on camera. The company still works normal tows but not evidence tows.
Hall:more expensive for PD doing all this already. We have to buy tow trucks and then stored. We keep evidence a long time. Example: Wesson Murder 15 years ago case still has vehicles stored. We don’t have money to buy enough indoor storage ourselves. Action Towing was the
company that had evidence tempered with. @LuisCha70215912 Chavez: impound time period can be prohibitive economically. Hall: 30 days are state ordered and primarily for repeat DUI violators. A normal tow should not be for that long but next day. A tow company that does store
that long on their own is in violations. Sometimes PD will release car before 30 days of other driver needs to use it and violator doesn’t drive. Only PD can change how long two can be. Having a sole tow company does leave us open if the one company closes down but we can spread
out in an emergency agreements. @Esmeralda_Soria Do we need this change to award to sole company? A: yes. Used to have companies divided by type of crime but more efficient to have one. Should be more expensive to have just one company. Expenses have gone up in the 15 years.
Arias: hesitant to approve this without more info. Chavez: would like more clarity on 30 day hold on vehicles. Hall:I don’t think sole company will refuse if contract runs out by delaying until August meeting. @kmkarbassi Deadline? A: August 31. We were told by counsel we could

being transferred ? Staff: outside this census tract but unsure where in the city. Arias: tends to be type 21 brought from outside city and existing type 20 transferred into other part of city. @kmkarbassi case by case. Bredefeld makes strong case. Buy in from day care.
Bredefeld: he supports not oversaturation of parts of city. Planning Commission and Implementation Committees are there to help go thru case by case. Arias: September 17 will be when we consider liquor licenses. Staff: 500 ft is minimum distance from day care and this is 150 ft.
Rite Aid across street has type 21 liquor. Arias: why is applicant wanting type 21 now? Business seems to be going smooth. Applicant: nothing stays the same. Magazines were popular 30 years ago but customers want liquor now. Added touch less pay, energy drinks, water now.
Adding solar and EV chargers. We adapt to times in the 30 years. Type 21 is coming from a closed Kerman rite aid. We could buy from another spot in city. Arias: once one business goes to type 21 they all want to. Once all do they drop their prices leading to saturation. Does not
want this near day care. Also new type 21 has to come from within city is in city’s best interest. Applicant: will look for type 21 from within city limits and retire the type 20. Approved 6-0
