From the word go, as a reactive people we lacked a National Prep'dness approach & vision for addressing the onslaught against COVID, we never bothered to assess core capabilities necessary to achieve five mission areas: Prevention, Protection, Mitigation, Response, & Recovery.
The President rushed to appoint a committee drawn from supposed focuses on public health & medical support (Public Health, Healthcare, & EMS), but do you see any disaster specialists in it working on necessary capabilities to successfully achieve resilience or informed response?
How smart is running around checking hospitals for necessities, the @SakajaJohnson way. When we don't even have National Standards to measure them against?
Yes @SakajaJohnson co-sponsored the DRM Bill 2019. But does that make him an expert in Disaster auditing? @VictorMwambacha
Without these standards in place, Kenya's public health emergency prep'dness & response capacity has remained untested at national, county & sub-county levels. Ongoing risks related to chemical, biological, radiological, & explosive incidents as well as cyber-attacks too.
These further underscores the importance of us modernizing our all-hazards prep'dness & response strategies to address emerging technologies & new 21st century threats thro a continuous cycle of organizing, training,equipping,evaluating,& taking corrective action.@VictorMwambacha
The capability standards need to at least be organized into six domains & two tiers.
Tier 1 capability standards forming the foundation for public health emergency preparedness & response.
Tier 2 capability standards that are more cross-cutting, & their development would thus rely upon having Tier 1 capability standards established in collaboration with external partners & stakeholders.
The 6 domains the National Committee continues to be oblivious of are-
Community Resilience
Incident Mgmt
Information Mgmt
Countermeasures & Mitigation
Surge Mgmt
Biosurveillance
